Animal Boarding Conditions

Animal Boarding conditions are agreed before a licence is given.

The conditions are:

Numbers of Animals Boarded

1. The maximum number of animals accommodated at the establishment at any one time shall not exceed …… dogs and …… cats.

General Conditions

2. A copy of the licence must be displayed to the public in a prominent position in the boarding establishment.

 

3. The provision of additional accommodation or significant alterations to existing accommodation must be notified to the licensing authority.

 

4. Maintenance and repair of the whole establishment must be carried out as necessary.

Boarding Accommodation

5. Animals shall at all times be kept in accommodation that is adequate in construction and size. This includes that:-

 

a) All internal surfaces used in the construction of walls, floors, partitions, doors and door frames must be durable, smooth, impervious and easy to keep clean.

 

b) All joints in the internal structure must be sealed so as to be smooth, impervious and easy to keep clean.

 

c) There must be no projections or rough edges liable to cause injury.

 

6. Each animal must be provided with a separate unit except that animals from the same household may share a unit of adequate size with the written consent of the animals’ owner.

 

7. The sleeping accommodation shall be maintained at an adequate temperature and damp must be excluded.

 

8. Suitable exercise facilities shall be provided, and all animals must be adequately exercised. In new construction, each kennel must be provided with an exercise area which is separate from the sleeping area and exclusive to that kennel.

 

9. Adequate lighting must be provided to the establishment, and should be natural light to the exercise areas and sleeping areas where practical. Supplementary artificial lighting will be required to enable efficient working after daylight hours.

 

10. Adequate ventilation must be provided to the accommodation without the creation of excessive draughts in the sleeping areas.

 

11. Adequate drainage must be provided to the establishment.

Animal Welfare

12. Animals must be adequately supplied with suitable food.

 

13. Wholesome water must be available to the animals at all times and changed daily, or more often as necessary.

 

14. Heating facilities must be available in the unit as necessary, and be used according to the requirements of the individual animal.

 

15. Suitable bedding equipment must be provided which allows the animal to be comfortable and which is capable of being easily and adequately cleaned and disinfected. All bedding material and areas must be maintained in a clean, dry and parasite free condition.

 

16. Cats must be provided with a sanitary tray containing suitable litter at all times. This must be emptied and cleansed at least once a day and more often as necessary.

 

17. Advice from a veterinary surgeon must be sought in case of signs of disease, injury or illness. Where any animal is sick or injured any instructions for its treatment which have been given by a veterinary surgeon must be strictly followed.

Cleanliness and Waste Disposal

18. The establishment must be kept clean and free from accumulations of dirt and dust and must be kept in such a manner as to be conducive to the maintenance of disease control and animal comfort. All excreta and soiled material must be removed at least daily and more often as necessary.

 

19. Each occupied unit must be cleansed daily, and kept clean and dry.

 

20. Feeding utensils must be adequately cleaned or disposed of after each feed.

 

21. Facilities must be provided for the proper collection, storage and disposal of all used bedding, cat litter and other waste material, which should be disposed of in a manner approved by the appropriate authority.

 

22. Compatible with the protection of animals from pesticide poisoning, measures must be taken to eliminate pests throughout the boarding establishment.

Kitchen Facilities

23. A kitchen must be provided for the preparation of food for the animals. In new construction, an exclusive kitchen must be provided which is separate from the domestic facilities.

 

24. Refrigeration facilities must be provided where fresh meat is used.

 

25. A sink with hot and cold water must be provided for the washing of food equipment and eating and drinking vessels.

 

26. All bulk supplies of food must be kept in pest proof containers.

Disease Control and Vaccination

27. All reasonable precautions must be taken to prevent and control the spread of infectious or contagious diseases and parasites amongst animals.

 

28. Proof must be provided that animals boarded or resident have current vaccinations against relevant diseases.

 

29. Isolation facilities must be provided, which must be in compliance with the other boarding requirements. In new construction, the isolation units must be separate, and physically isolated from the main boarding units.

Supervision

30. The licensee shall ensure that a fit and proper person shall at all times be in, or within reasonable distance from the premises to exercise adequate supervision, and for the purpose of giving warning and taking other necessary steps in the event of fire or other emergency whenever animals are boarded at the premises.

 

31. Animals must be visited at regular intervals as necessary for their health, safety and welfare.

 

32. All reasonable precautions should be taken to prevent the illegal access to or escape of animals.

 

33. A register must be kept of all animals boarded containing all relevant information. The register must be kept in such a manner as to allow an authorised officer easy access to such information.

Fire Precautions

34. Appropriate steps must be taken for the protection of animals in case of fire or other emergencies. Adequate fire fighting equipment must be provided and suitably located. A means of escape in case of fire must be maintained. An emergency evacuation plan and fire warning procedure must be drawn up and posted on the premises. This must include instructions as to where the animals are to be evacuated to in the event of a fire or other emergency. There must be adequate means of raising an alarm in the event of a fire or other emergency. The establishment shall obtain fire protection advice from the Fire Safety Officer of the district authority on these matters and implement such advice.
