Health and Safety Intervention Plan
Frequency of Health and Safety Inspections
The following gives the minimum planned inspection frequency for
routine health and safety inspections on known premises within
Ashford Borough Council’s health and safety enforcement remit.
Note that the Health and Safety Executive (
HSE
) have responsibility for
factories, building sites, agriculture, domestic premises and
peripatetic workers, etc.
The inspection plan is compliant with HELA document LAC
67/2 which is the official government guidance on inspection
frequency.
Category A
All higher risk premises (scoring 5 or 6 in any risk category
except welfare, in accordance with HELA document LAC
67/2) are banded as category A and will be inspected at least
once every twelve months.

Category B1
All upper medium risk premises (scoring 4 in any risk category
except welfare, in accordance with HELA document LAC
67/2) are banded as category B1 and will be inspected at least
once every eighteen months.

Category B2
All lower medium risk premises (scoring 3 in any risk category
except welfare, in accordance with HELA document LAC
67/2) are banded as category B2 and may be inspected or have an
alternative intervention at least once every 36 months. Alternative
intervention can take any of the following forms:
- Inspected as part of a sector or hazard specific campaign.
- Inspected after a complaint has been made
- Sent a low risk questionnaire which is duly properly completed
and returned.
- Inspected after failure to return the questionnaire or
inappropriate answers.
- Sent information on relevant subjects.
- Invited to and attendance at seminar/training arranged by this
department on Health and Safety relevant to that business.

Category C
All low risk premises (scoring less than 3 in all risk
categories except welfare, in accordance with HELA document LAC
67/2) are banded as category C and may have an alternative
intervention at least once every 96 months or an inspection
depending on the judgement of the Lead Health and Safety
Enforcement Officer. Alternative intervention can take any of the
following forms:
- Inspected as part of a sector or hazard specific campaign.
- Inspected after a complaint has been made.
- Sent a low risk questionnaire which is duly properly completed
and returned.
- Inspected after failure to return the questionnaire or
inappropriate answers.
- Sent information on relevant subjects.
- Invited to and attendance at seminar/training arranged by this
department on Health and Safety relevant to that business.

Project and Campaign Work
We also undertake inspections as part of National and Regional
campaigns; inspections under these campaigns may also count as a
routine inspection if it is possible to adequately assess the main
elements of the LAC 67/2 scoring
criteria.
