Procurement Strategy
Key Objectives (KOs):
- To develop the commitment for and positioning of procurement as
a strong enabler of our corporate aims
- To transform the efficiency and effectiveness of our
procurement arrangements
- To deliver cashable and non-cashable savings to release
resources for redistribution
- To ensure the Council meets the objectives of the National
Procurement Strategy
Key Measures of Success (KMS):
- The Council will have strong and effective procurement
leadership, have developed focused procurement skills and enhanced
its capacity as an enabler through partnership working
- The Council will have rationalised its supplier base, will have
substantially reduced procurement handling costs, and be
undertaking some operational procurements in collaboration with
other councils and public service providers
- The Council will have delivered over £100,000 of cashable
savings by the end of 2006/2007 from its procurement action plan.
Good progress will have been made to streamline handling processes
to free up staff time and other indirect costs
- The Council will have met all the appropriate National
Procurement Strategy objectives by the end of each year in
question
Key Performance Indicators (KPIs):
- Positive feedback from partner organisations
- Annual or possibly biennial data to demonstrate progress with
supplier rationalisation, transaction reduction and uptake of
procurements in collaboration
- Annual measurement of achievement against cashable savings
target and data measuring achievements of other productivity
savings through improved working practices
- Compliance testing against national procurement strategy
targets
