Select List of Contractors
The following list of requirements will guide you through the
information required when making an application, much of which is
legislation.
Accounts
Applications should be accompanied by the company's published
accounts for the last year, and should include the profit and loss
sheet showing amongst other information turnover. Only published
accounts in the name of the applicant will be accepted.
Tax Certification
Applicants will be asked to submit details of CIS (Construction
Industry Scheme) certification.
Public Liability Insurance
This Council requires contractors to hold public liability
insurance with an indemnity of £5million. Applications will need to
be accompanied by proof of insurance (for example: a confirmation
statement from your insurance brokers).
Health & Safety
The Council has a duty to ensure the health and safety of any
Contract Employees undertaking work on its behalf, and also has a
responsibility to ensure that their activities do not harm other
people, such as members of the public, visitors or other contract
workers.
To support an application, applicants will be asked to provide a
copy of their Health and Safety Policy, which should include a
signed/dated policy statement. Other information such as risk
assessments, written procedures relating to the health and safety
of employees, equipment maintenance/test records, accidents
reported to the HSE, persons responsible for health and safety,
qualified First-Aiders, statutory records etc is also required.
Although contractors with less than 5 staff are not required by
law to have a written Health & Safety policy, this Council does
however need written documentation of Health & Safety
procedures to include details of procedures in case of emergency,
reporting and recording accidents, First Aid provisions and
appropriate protective clothing and equipment.
Race Relations Statement
Under Section 71 of the Local Government 1976 Act the Council
has a duty to have regard to the need
a) to eliminate unlawful racial discrimination; and
b) to promote equality of opportunity and good relations between
persons of different racial groups
Contractors will be required to complete a short questionnaire
in this respect.

References
Applicants will be asked to supply details of appropriate works
so that references can be sought. These should include the most
recent completed contracts and incorporate local authority contacts
where possible. A selection of 4 will be required for each category
of work applied for.
Additional requirements:
NICEIC Registration: Contractors applying for inclusion on the
Electrical Works list should be registered with the NICEIC
(National Inspection Council for Electrical Inspection
Contracting). For more information please visit the

Part P Certification: Part P certification was added to the
Building Regulations by the Building (Amendment) (No. 2)
Regulations 2004 and will come into affect (subject to transitional
provisions) on 1 January 2005. Details of the approved schemes that
contractors have joined will be recorded on the Select List
database.
Contractors applying for inclusion on the Plumbing and Heating
Works list should be Corgi registered. For more information on

Contractors applying for Asbestos Works should have a license
with the Health & Safety Executive. For more information

ISO9901
It is not essential for a contractor to hold this certificate to
gain inclusion on this Council's Select List, however details will
