Key Worker Qualifying Roles
The Key Worker Qualifying roles are:
Education
Qualified teachers in schools, further
education and sixth form colleges, children's social workers and
qualified nursery nurses in LEA nursery schools only.
Environmental Health
Officers/Practitioners
Qualified Environmental Health
Officers/Practitioners who work in a local authority, government
agency, NHS or other public sector agency and who hold either
an EHRB Certificate of Registration or an EHRB Diploma in
Environmental Health.
Firefighters
Uniformed fire and rescue staff below
principal level.
Local Authority
Local authority employed clinical staff,
adult social workers, occupational therapists, educational
psychologists, speech and language therapists, rehabilitation
officers for the visually impaired and qualified nursery
nurses.
Local authority planners employed by the
Local Planning Authority delivering statutory planning
services.
Connexions Personal Advisors provided that a
local authority or a Connexions Partnership employs them.
Connexions Personal Advisors employed by private or voluntary
sector organisations are not eligible.
Ministry of Defense
Regular Service Personnel including the
Military Provost Guard Service in the Navy, Army and Air Force.
Clinical staff (with the exception of doctors and dentists). MOD
Police Officers. Uniformed staff in the Defence Fire Service.
National Health Service
All clinical staff employed by the NHS
except doctors and dentists.
Police
Police officers and community support
officers including those working for the British Transport Police
or the Civil Nuclear Constabulary (CNC) in certain areas. Some
front line civilian police roles are also eligible - this varies by
force.
Prison Service
Prison officers and related grades,
operational support grades, nursing staff, industrials and
instructional officers.
Probation Service
Probation officers, senior probation
officers, probation service officers. Trainee probation officers
are eligible for discounted rent properties only.
Traffic Officer staff of the Highways
Agency Traffic Officer Service
All applicants must be in one of the
following safety critical roles: Supervisor (on road and off road),
Traffic Officer and RCC Operator
Sometimes New Build HomeBuy can be offered to key workers with
“broad definition” roles based around Ashford Borough Councils own
local priorities. In these cases the key worker roles are set
according to local priorities. They include all of those listed
above but also other employment roles and functions into

Current Key Worker (Local Ashford Definition) criteria
is defined as:
- An employee within the public sector whose role is essential to
the well-being of the community and who is employed within the
borough of Ashford or within a 20 mile radius
- Someone without whom a number of other people or specialist
equipment cannot function
If you believe that you may fall into this category but are
employed in a job other than as a Police Officer, Nurse, Doctor,
School Teacher or Fire fighter then it will be necessary to provide
a supporting letter from your employer. If you are a Kent County
Council or Local Government employee then a letter from your
Service Manager/Director will be required.
I am not a public sector key worker; can I still apply for Open
Market HomeBuy?
The options more widely available to people who are not key
workers are New Build HomeBuy and Resales. If you meet the
