This Appendix records the arrangements made by
the Council, the Leader and Council Committees on the allocation
and delegation of the powers and functions given to the Council
under statute. It is maintained by the Head of Legal and
Democratic Services and includes the descriptions of functions and
powers exercisable by the Council; the Executive (split between
Executive Members). The list of functions not to be the
responsibility of the Executive; the terms of reference and
delegations by the Council to Council Committees and the list of
delegations to Officers including Proper and Authorised Officers
and Designated Posts. It is amended to reflect decisions made
by the Council and the Leader of the Executive.
