Picture of three puppies in a row. If you want to breed and sell dogs as a business you must apply for a licence [pdf] 80KB and pay the animal licensing fees 2017-18 [pdf] 56KB.

We ensure animals have suitable accommodation, food, exercise and are protected from disease and fire. This is done by attaching relevant conditions to the licence [pdf] 82KB. We make checks on the standards of health, welfare and accommodation of the animals.

When is a licence required?

When someone is in the business of breeding and selling dogs regardless of the number litters produced in a 12 month period (for example an intention to make profit).

Anyone producing five litters or more in a 12 month period should be licensed, regardless of whether they are in the business of breeding or selling dogs.
