Dog Breeding Conditions

PuppyDog Breeding conditions are agreed before a licence is given.

 

The conditions are:

Number of Breeding Bitches Kept

1. The licence is granted subject to the number of bitches accommodated at the establishment at any one time not exceeding .....

General Conditions (Domestic and Non-Domestic Breeders)

2. (a) Bitches shall not be mated if they are less than one year old.

    (b) No bitch shall be allowed to give birth to puppies before the end of a period of twelve months beginning with the day on which it last gave birth to puppies.

    (c) No bitch shall be allowed to give birth to more than six litters of puppies

 

3. Accommodation provided for bitches and puppies must be in all respects suitable as regards construction, size of quarters, exercising and whelping facilities, temperature, ventilation and cleanliness with especial regard to the breeds maintained.

 

4. Animals must be adequately supplied with suitable food and visited at suitable intervals.

 

5. All animals must have access to clean drinking water at all times, except in the case of very young puppies. The water must be changed at least daily.

 

6. Eating and drinking bowls must be capable of being easily cleansed. They must be maintained in a clean condition and cleansed or disposed of after each meal.

 

7. The food preparation area and equipment must be kept clean and vermin free at all times. Refrigeration facilities must be provided where fresh and cooked meat is used.

 

8. All bulk supplies of food must be kept in vermin proof containers.

 

9. Suitable bedding material must be provided to allow the dog to be comfortable. All bedding material must be capable of being easily cleaned, disinfected and maintained in a clean, dry and parasite free condition. Where sleeping benches are provided these should be of such dimensions as to allow an adult dog of the breed maintained to lie flat on its side.

 

10. Facilities must be provided for the collection of all used bedding and other waste material which must be disposed of in a manner approved by the local authority, and in a way not likely to cause harm or nuisance.

 

11. Heating facilities must be provided as necessary. All heating appliances must be of such construction as to constitute no undue risk of fire, and not to endanger the health and well being of occupants. In addition, if free standing oil appliances are used, they must be installed in an area inaccessible to dogs. All heating and lighting should be installed in accordance with normal good practice and advice on the subject should be sought from a fire prevention officer.

 

12. All reasonable precautions must be taken to prevent and control the spread of infectious or contagious diseases amongst dogs. All dogs should be vaccinated against Canine Distemper, Infectious Canine Hepatitis (Canine Adenovirus), Leptospirosis (Leptospira canicola and Leptospira icterohaemorrhagiae) and Canine Parvovirus. It may be necessary to vaccinate against other diseases and veterinary advice should be sought.

 

13. Adequate isolation facilities must be available.

 

14. A suitable worming programme must be in place at the establishment.

 

15. Appropriate steps will be taken to ensure that dogs will be provided with food, drink and bedding material and adequately exercised when being transported to and from the breeding establishment.

Supervision and Fire Precautions

16. Accurate records must be kept for each bitch, detailing the information specified in the form given at Annex A, as prescribed by The Breeding of Dogs (Licensing Records) Regulations 1999. Details of stud dogs and of vaccination and worming regimes must also be kept. These records must be kept up to date and available for inspection by the authorised inspector.

 

17. The licensee shall ensure that a fit and proper person shall at all times be in, or within reasonable distance from the premises to exercise adequate supervision, and for the purpose of giving warning and taking other necessary steps in the event of fire or other emergency.

 

18. Appropriate steps must be taken for the protection of animals in case of fire or other emergencies. Adequate fire fighting equipment must be provided and suitably located. A means of escape in case of fire must be maintained. An emergency evacuation plan and fire warning procedure must be drawn up and posted on the premises. This must include instructions as to where the animals are to be evacuated to in the event of a fire or other emergency. There must be adequate means of raising an alarm in the event of a fire or other emergency. The establishment shall obtain fire protection advice from the Fire Safety Officer of the district authority on these matters and implement such advice.

Sale of Dogs

19. The licensee(s) must only sell dogs at their licensed breeding establishments, or through a licensed pet shop. A dog must not be sold to anyone (other than to a licensed pet shop), where the licensee(s) believes that the buyer is intending to sell the dog on.

 

20. Dogs must not be sold under the age of eight weeks, unless this is to a licensed pet shop.

 

21. Where dogs are sold to pet shops, they must have been born at a licensed breeding establishment. They must also be supplied to the pet shop wearing a collar with a tag or badge clearly displaying details of the licensed breeding establishment at which the dog was born, its date of birth ad any identifying number allocated to the dog by the licensed breeding establishment at which it was born.

Non-Domestic Breeders

22. Where wood has been used in an existing construction, it must be smooth and treated to render it impervious. Only non-toxic products should be used.

 

23. All internal surfaces used in the construction are to be durable, smooth and impervious.

 

24. Sleeping areas of the kennels must be insulated so as to prevent extremes of temperature.

 

25. All floors of kennels and individual exercise areas should be constructed or maintained in such a condition as to prevent pooling of liquids.

 

26. Natural or artificial lighting of individual kennels must be sufficient to allow the proper working and cleaning of kennels, with no dark areas.

 

27. Kennels must be of sufficient size for dogs to stand up and turn around comfortably. If a bench is provided for the sleeping area, there must be in addition an area of similar size unbenched.

 

28. All excreta and soiled material must be removed at least twice daily from the living areas, and at least twice daily from the exercise area. The floor of living areas must be kept clean and dry.

 

29. All dogs must be provided with adequate facilities for exercise. All exercise runs must have an area by the entrance, which is paved or surfaced with a suitable material in order to, prevent undue fouling of the ground. Exercise areas must not be used for sleeping areas.

 

30. Every precaution must be taken to eliminate flies throughout the kennel.

 

31. The establishment must be connected to an approved drainage system.

 

32. In new constructions, exclusive kitchen facilities should be provided for the storage and preparation of food for the dogs.

 

33. A sink with hot and cold running water must be provided in the kitchen.
