Empty Properties Standard

The list below outlines the work that will be done in an empty property before a new tenant moves in:-

  • Cleanliness: The property and sanitary fittings should be clean and ready to use
  • Clearance: All rubbish should have been cleared from the property and garden
  • Asbestos: A visual check will have been made for damaged asbestos
  • Services: Gas and electricity installations will have been checked for safety
  • Electrical Installation: A minimum number of double socket outlets will be provided to each room as follows: kitchen (two), living room (two), bedrooms (two), hallways (one) single socket for each floor
  • Gas Installation: A landlords' gas safety certificate will be provided
  • Decorations: If the decorations are in poor condition the council may issue decorating vouchers towards the cost of materials
  • Heating and Hot Water: All properties will have the provision for adequate space and water heating
  • Kitchens: These should include the following as a minimum (space permitting); a single drainer sink unit, one double or two single wall units, two base units and space for a cooker, washing machine and fridge
  • Fire Protection: Wired-in smoke detector(s) will be installed
  • Bathrooms: All bathrooms will have the following: bath and panel, toilet suite and seat and a wash-hand basin. Tiled splash-backs will be provided to the bath and wash-hand basin
  • Flooring: Floors will be left ready for you to lay your own flooring
  • Security: Locks will be changed when a property becomes empty and two key fobs will be provided where there is a controlled door entry system
  • Insulation: Roof spaces will be insulated with 200mm of insulation
  • Dampness: Any obvious signs of dampness will be dealt with before the property is let
  • Externally: The structure of walls, gutters, roof etc will be in sound condition
  • Garages and Outhouses: These will be cleared and left ready for use
  • Fences/Boundaries: The council will maintain fences that form a boundary with the public highway
  • Gardens: Rubbish will be cleared but generally vegetation clearance will not be carried out by the council
