Part L 2010
As of 1st October 2010, the guidance to Part L of the
Building Regulations (relating to the conservation of fuel and
power) has changed.
Below is a summary of the key points:
- The worst acceptable air tightness remains at
10m3/h.m2 at 50 pascals, although
considerably more onerous carbon emissions targets must be
achieved.
- There is a 25% carbon emissions improvement, calculated using
SAP 2009, required over 2006 Building Regulations. This is assessed
on a flat approach for dwellings, and aggregate approach for
non-dwellings.
- As designed CO2 emission calculations (BER and TER)
are to be submitted to the Local Authority prior to work commencing
on site.
- An increased sample size of dwellings are to be tested, up to
50% within a dwelling type.
- A revised definition of dwelling type provides greater
clarity.
- There are additional measures for dwellings within a "type"
that have not been subjected to testing.
- Domestic conservatories and extensions have amended guidance in
respect of exemptions from energy efficiency requirements
.
- Secondary heating is included as part of the CO2
emission rate for completed dwellings.
- There is revised guidance for avoiding thermal bridging.
- The guidance for renovation of a thermal element has been
expanded.
- Swimming pools are now included to limit heat loss from a
swimming pool.
- There is amended guidance for historic and traditional
buildings in respect of enerfy efficiency exemptions.
- The insulatiing of roof spaces to commercial buildings is now
controlled, even if this is the only work being undertaken.
- Revised guidance is provided for shell and core developments
and first fit-out.
- There iis a revised procedure for reasonable provision to limit
solar gain.
- A quality assuerd system can be adopted to limit thermal
bridging.
- Key features are provided for guidance to demonstrate
compliance with energy efficiency requirements to achieve the
annual CO2 emission rate.
- The acceptance of temporary sealing for all natural ventilation
devices is referred to Part F.
- ATTMA TSL1 and TSL2 documents are referenced for testing
dwellings and non-dwellings respectively.
- BINDT registration with respect to air tightness testing
remains the only route of competence referenced in the Approved
Documents.
