The Local Plan Scheme and timetable
The council is required to publish a Local Development Scheme (LDS) which sets out the scope and project timetable for the production of the Local Development Plan documents. The LDS enables the local community to find out about planning policies for their area and sets out the timetable for the production of the future Local Plan documents, giving dates for key production and public consultation stages as well as outlining the subject matter and the geographical extent.
The production of an LDS is required under Section 15 of the Planning and Compulsory Purchase Act 2004 (as amended by the Localism Act 2011) and is accompanied by a number of detailed regulations.
Revised LDS 2017
A number of issues have arisen since the adoption of the previous 2015 LDS timetable, including the revised population projections for the borough which affect the timetable of the New Local Plan to 2030 and the recent announcements in the government white paper relating to changes to the Community Infrastructure Levy (CIL). New timetables are included for both those documents within the Adopted 2017 LDS below (Adopted by full council 18 May 2017).
A new timetable has been also included for the production of a separate Gypsy and Traveller Development Plan Document (DPD), which will commence initial consultation and evidence gathering in late 2017. This new DPD will support the Local Plan 2030 topic and site policies on this subject.
Authority Monitoring Reports
The Authority Monitoring Report (AMR) gives an update of the current position and the future schedule of all of the documents within the scheme (above) as well as providing useful information and statistics about the borough such as population, job and employment floorspace growth, housing completions and permissions, and gains or losses to community facilities. The latest AMR was published in early 2017 for the April 2015 - March 2016 period.
