Disabled badge holders
Please register your badge at our Elwick Place website. Badge holders are given a one year permit (or up to the date of your badge expiry if that is sooner) which allows you to park for free for three hours at Elwick Place Car Park. The barrier will automatically open. Payment will be due for the entire period if you stay for longer than three hours. If you leave the car park before the three hours ends, if you enter your vehicle registration into the car park machine, it will still display that you may owe money. This is not the case and the barrier will still open upon exit with no payment due.

Changes to Elwick Place Car Park free parking arrangements
Following a review into parking tariffs across the borough, Ashford Borough Council will be implementing some changes to parking tariffs at Elwick Place Car Park (EPCP) from 1 November 2026.
Currently, parking tariffs are reviewed on a triennial basis and ensure that the council’s arrangements are fit for purpose, reflect costs associated with operating the service and are supportive of wider corporate objectives.
The previous review was approved in July 2023 and implemented from October 2023. In accordance with this cycle, parking charges across the borough are now due for further consideration.
From 1 November 2026 a £1 flat-rate overnight charge will be introduced at Elwick Place Car Park between the hours of 16:00 to 08:00, which means that the standard charging period will be between 09:00-16:00. We are allowing a free period between 08:00 and 09:00 hours to prevent early day time users being affected by the overnight charge.

Currently, parking tariffs are reviewed on a triennial basis with the previous review approved in July 2023 and implemented in October 2023. In accordance with this cycle, parking charges across the borough are now due for further consideration.
The timing is also to align with both the opening of new entertainment facilities at Elwick Place and the planned change of ANPR provider. As part of this transition, new equipment will be installed, which is expected to deliver an improved and more reliable ANPR solution. Aligning these projects will help minimise disruption and ensure the benefits of the upgraded technology are realised from the outset.

Yes, users of the facilities of The Ashford Cinema will continue to have free parking.
This incentive will also remain in place when the new leisure and entertainment facilities are launched at Elwick Place soon.

ABC introduced free parking after 3pm at EPCP in 2019 to support Ashford Town Centre and encourage shoppers to support local businesses and events. It was introduced as a temporary incentive which ABC decided to keep in place in seven years.
Following a 2026 review of parking tariffs in line with policy, the council is introducing a small charge which will support our parking strategy and the overall delivery of a sustainable, well-managed and financially resilient parking service moving forward.

The current ‘free after 3pm’ offer at Elwick Place has not delivered the intended benefits for town centre businesses as evidence suggests much of the current usage of the car park comes from long-stay users rather than visitors supporting local businesses.
The revised approach ensures free parking is better targeted at visitors using the cinema, leisure and hospitality facilities at Elwick Place, and also better aligns the parking offer with economic activity in the town centre.
