Primate Licensing
Who needs a licence?
Anyone who keeps a non-human primate in England must have a licence from their local authority by 6 April 2026, unless they already hold:
- A Zoo Licence under the Zoo Licensing Act 1981
- An ASPA Licence under the Animals (Scientific Procedures) Act 1986
You must apply even if you’ve kept the primate for years.
What species are covered?
All non-human primates are covered from marmosets and tamarins to capuchins and macaques.
You’ll need to specify the scientific name of each species in your application.
How do I apply?
You’ll need to submit:
- A completed application form
- A plan of the premises
- An emergency plan
- The special circumstances procedures
- Diet plans
- Hygiene protocols
- Transportation procedures

What are the current fees?
| Licence application (3 years) | £415 (plus veterinary inspection fees for inspection at grant and once during licence period) |
| Variation to increase numbers of species kept, or move premises within borough | £135 (plus veterinary inspection fees for inspection at time of variation) |
| Variation to reduce number of species kept | £25 |
| Licence copy | £15 |
