STATEMENT OF REASONS

ASHFORD BOROUGH COUNCIL

(OFF-STREET PARKING PLACES)

(AMENDMENT 1) ORDER 2021

ROAD TRAFFIC REGULATION ACT 1984

The purpose of this Order is to amend the ASHFORD BOROUGH COUNCIL (OFF-STREET PARKING PLACES) CONSOLIDATED ORDER 2019 (as amended).

1. To amend the Order to reflect the use of virtual permits and virtual season tickets as a valid method of payment for parking, with amendments to the Order that arise as a result.
2. To make changes to reflect the presence of electric charging bays in various locations and rules concerning their use.
3. To extend the operational hours for Edinburgh Road Car Park, Ashford to allow for the car park to remain open at all times. Amendment to the Order as necessary to reflect these changes.
4. To amend the description for each car park, where necessary, to reflect the above changes, thereby improving the amenity of all car parks affected.
5. To incentivise use of cashless parking service in Edinburgh Road Multi-Storey Car Park by lowering the charge to accommodate the convenience fee.
6. To make a number of minor administrative changes to the existing Order.
